Can the rf engine be used to send a text message to a cell phone? If so, what would the setup be, and is there a script that already does this?

Yes, but it requires an external application, such as Portal, to do this. The RF Engines themselves do not have access to the cell network. However, an RF Engine could call a function in your Portal script that could send an email. There is a method built into Portal that will send an email and is documented in the SNAP Reference Manual.
