I am trying to understand the multihop operation. If I have a unit that needs to do a hop to find an IP adddress and I have a pallet with 20 wireless units that are fully functional. Explain how the system know which one of the 20 units to use for the hop? Will all 20 units respond?

They will all respond, if they are all still set to their factory default settings.
If you want some of them to be quiet, use the Mesh Override config setting (for unicast messaging), and the Multi-cast Forwarded Groups config setting (for multicast messaging).
Even without a "pallet full of nodes", it is possible that more than one node in a network can provide a path to the desired "target node". The SNAP protocol chooses the shortest route (fewest hops), with ties broken by "most recently found route wins".
In addition, there is a special mesh routing parameter to let you "penalize" hops with poor link quality. This allows (for example) a three-hop route with good connectivity to replace a two-hop route with poor connectivity.
